The Department of Primary and Secondary Education visions to provide quality education to all school children of the state by equipping them with specific knowledge, skills and values to enable them to become good human beings and productive, socially responsible citizens and to achieve excellence in whatever they do.

The National Education Policy-2019 has proposed to treat school education holistically without segmentation from pre-nursery to Class 12. Samagra Shikshana-Karnataka , is an overarching centrally sponsored programme for the school education sector extending from pre-school to class 12 and executes with the broader goal of improving school effectiveness measured in terms of equal opportunities for schooling and equitable learning outcomes.

It subsumes the three erstwhile Schemes of Sarva Shiksha Abhiyan (SSA), Rashtriya Madhyamik Shiksha Abhiyan (RMSA) and Teacher Education (TE) as per Section 21 of Karnataka Societies Registration Act, 1960 w.e.f 05-04-2019. Accordingly, the Governing Council of ‘Samagra Shikshana Karnataka Samithi’ under the chairpersonship of Hon’ble Chief Minister, GoK and Executive Committee under the chairpersonship of ACS and Development Commissioner with Members of various Departments have been constituted vide G.O No. ED 43 MCD 2018, Dated: 06-02-2019.

This initiative would also help harmonize the implementation mechanisms and transaction costs at all levels, particularly in using state, district and taluk level systems and resources, besides envisaging one comprehensive strategic plan for development of school education. The shift in the focus is from project objectives to improving systems level performance and schooling outcomes which emphasizes on improving quality of education.

‘Samagra Shikshana-Karnataka’ functions as a Mission in the administrative control of the State Project Director for facilitating Universalization of Education from pre-primary upto Pre-University within a specified time frame as outlined by Govt. of India and Govt. of Karnataka.

The main outcomes of the Scheme are envisaged as Universal Access, Equity and Quality, promoting Vocationalisation of Education and strengthening of Teacher Education Institutions (TEIs).To see deep and lasting improvements in our education system, the SamagraShikshana-Karnataka has taken various measures and brought in reforms that show its commitment towards promoting equity and quality in education.

The State will work towards improving the transition rates across the various levels of school education and ensure universal access to children to complete school education. It would also enable reaping the benefits of technology and widening the access of good quality education across the State and across all sections of the Society.

The fund sharing pattern for the scheme between Centre and our State is at present in the ratio of 60:40.
