The Union Budget, 2018-19, has proposed to treat school education holistically without segmentation from pre-nursery to Class 12. Samagra Shiksha - an overarching programme for the school education sector extending from pre-school to class 12 has been, therefore, prepared with the broader goal of improving school effectiveness measured in terms of equal opportunities for schooling and equitable learning outcomes. It subsumes the three erstwhile Schemes of Sarva Shiksha Abhiyan (SSA), Rashtriya Madhyamik Shiksha Abhiyan (RMSA) and Teacher Education (TE).

PM Shri Schools

 

The PM SHRI (PM Schools for Rising India) scheme is a centrally sponsored initiative launched to upgrade and strengthen approximately 14,500 existing Government schools across the country between 2022-23 and 2026-27. These schools will be developed into PM SHRI Schools to serve as model school.

Government Primary schools (Class 1-5/1-8) and Elementary/Secondary/Higher secondary schools (Classes 1-10/1-12/6-10/6-12) with a UDISE+ code are considered for selection under this scheme. The selection process follows a Challenge Method, where Government schools will apply online and compete for selection as PM SHRI schools. Based on this process, 585 schools in Karnataka are selected as PM SHRI schools, which will serve as model school for other schools in their vicinity. These schools will provide high-quality education and foster holistic development with 21st-century skills.

This initiative aims to transform selected Government schools into model school that promote quality education, innovation, sustainability, and skill development, creating a significant impact on students and communities.

Key Features:

  • PM SHRI schools will provide high-quality education in a learning environment that caters to students' diverse backgrounds, multilingual needs, and varying learning abilities.
  • These schools will serve as mentor school, guiding and supporting other schools in their vicinity.
  • PM SHRI schools will be developed as eco-friendly green schools by integrating sustainable practices.
  • The teaching methodology will be experiential, holistic, play-based (especially in foundational years), discovery-oriented, and learner-centric.
  • Continuous assessment will be competency-based, focusing on conceptual understanding and real-life application of knowledge, with an emphasis on learning outcomes at every grade level.
  • PM SHRI schools will establish connections with Sector Skill Councils and local industries to enhance employment opportunities and career prospects for students.
  • A School Quality Assessment Framework (SQAF) will be developed to define key performance indicators, ensuring regular evaluations to maintain expected standards.

Facilities Offered:

  • Quality and innovative learning (enriched learning programs, holistic progress cards, innovative teaching methods, bag-less days, training with local artisans, capacity-building initiatives, etc.).
  • Rights-based entitlements under the Right to Education (RTE) Act.
  • Science and Mathematics kits for enhanced learning experiences.
  • Annual grants, including composite school grants, library grants, and sports grants.
  • Early childhood care and education, including Balvatika, foundational literacy, and numeracy programs.
  • Inclusive and equitable infrastructure to ensure a safe and supportive learning environment for girls and children with special needs.
  • ICT, smart classrooms, and digital libraries with advanced digital pedagogy.
  • Strengthening of existing infrastructure to improve facilities.
  • Vocational activities and training opportunities, with a special focus on entrepreneurship and collaboration with local industries.
  • Science laboratories, libraries, and skill-based laboratories for all schools.
  • Green school initiatives to promote sustainability and environmental awareness.

 

 

Key Objectives:

  1. Curriculum, Pedagogy, and Assessment: To foster excellence, our PMSHRI schools’ budget plan prioritizes the development and implementation of a dynamic curriculum aligned with state standards and best educational practices. Schools propose allocating funds for curriculum enrichment programs, teacher professional development, and technology integration to enhance teaching and learning experiences. Schools will be encouraged to introduce innovative pedagogical methods to promote interactive and experiential learning. Additionally, the plan supports the adoption of innovative assessment strategies that promote holistic evaluation of students' abilities and progress and ensure attainment of class appropriate learning outcomes.

The activities are Support at Pre-School Education/ Bal-Vatika (ECCE), Teaching Learning Material for Primary Schools, Learning Enhancement Programme (LEP)/Remedial Teaching, Competency Based Assessment, Holistic Report  Cards, School Readiness Modules, Teacher Resource Material/Handbook, Rashtriya Avishkar Abhiyan, Introduction of Vocational Education at Secondary and Sr.Secondary Level, Library Grant, Sports & Physical Education, Vocational Education, Library and Activities under Project Innovation.

  1. Enhancing Access, Infrastructure Adequacy, Functionality, Aesthetics, and Safety: Recognizing the importance of infrastructure in creating conducive learning environments, the budget plan emphasizes enhancing access, functionality, aesthetics, and safety in schools. Schools have proposed allocating funds for infrastructure upgrades, including classroom renovations, modern technology installations, library improvements, and maintenance of facilities. Additionally, schools prioritize safety measures such as fire safety equipment, security systems, and improved accessibility for students with disabilities.

The activities are strengthening of existing schools (NR), Green School, Digital Library, ICT and Digital Initiatives, Annual School Grant and Transport/Escort Facility

  1. Inclusive Practices and Gender Equity: To ensure inclusive education, the budget plan focuses on promoting equitable opportunities for all students, regardless of their backgrounds or abilities. Implementation of inclusive practices to cater to diverse learning needs, including students with disabilities and marginalized communities will be a priority. Schools propose allocating funds for special education programs, inclusive classroom resources, and professional development for teachers in inclusive pedagogical practices. Furthermore, we aim to address gender disparities by supporting initiatives that empower girls, promote gender sensitivity, and provide equal opportunities for all students.The activities are Provision for Children with Special Needs (CWSN), training to girls Self defence and Career Guidance and counseling to students under Gender Equity.
  2. Management Monitoring and Governance: Strengthening governance structures to ensure effective management, transparency, and accountability are crucial for maintaining high standards in schools. Our budget plan includes provisions for establishing monitoring mechanisms to track progress, identify challenges, and facilitate timely interventions, conducting regular evaluations, and implement data-driven decision-making processes. Additionally, schools propose allocating funds for capacity-building programs to enhance administrative and leadership skills among school management personnel. The activities are Child Tracking and Programme Management.
  3. Beneficiary Satisfaction: We believe that the satisfaction of students, parents, and the wider school community is a key indicator of educational excellence. Our budget plan includes provisions for gathering feedback through surveys, focus groups, and other mechanisms to assess stakeholder satisfaction. We aim to allocate resources to address identified concerns, enhance communication channels, and foster meaningful engagement between schools and their communities.

 

 

  1. Human Resource and School Leadership: Recognizing the pivotal role of teachers and school leaders in shaping educational outcomes, our budget plan prioritizes investment in human resources. We propose allocating funds for teacher professional development and retention initiatives. Additionally, we aim to support aspiring and existing school leaders through leadership training programs and mentorship opportunities to enhance their skills and promote effective school management. PM- Janman

Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan.(PM- Janman)

Background

As per the 2011 Census, there are over 700 ST communities in India with a population of 10.45 crore, out of which 75 communities located in 18 states and the Union Territory of Andaman and Nicobar have been classified as Particularly Vulnerable Tribal Groups (PVTGs).

For the year 2023-24, the Government of India announced the Pradhan Mantri PVTG Development Mission. The Union Cabinet has approved the Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PMJANMAN) with an outlay of Rs. 24,104 crore to focus on 11 critical interventions through 9-ministries/departments to improve the socio-economic conditions of Particularly Vulnerable Tribal Groups (PVTGs) by saturating PVTG houses and habitations with basic amenities within a specified time frame.

The Hon'ble Prime Minister launched the Pradhan Mantri Janajati Mission on Janajati Gaurav Diwas on 15th November 2023.

Objectives.

  • To improve the living standards of the people of these communities by fully developing the tribal areas.
  • To enhance sustainable growth by merging government schemes.
  • To empower the tribal communities to overcome socio-economic challenges by providing basic infrastructure.

The Central Government has identified the Jenukuruba and Koraga communities belonging to the Scheduled Tribes in 5 districts of the Karnataka state namely Mysore, Kodagu, Udupi, Chamarajanagar and Dakshina Kannada districts as Genuinely Vulnerable Tribes and steps have been taken to provide necessary facilities like road construction, pucca houses, hostels with drinking water and other facilities, empowerment of schools and other facilities to the students of that community (PVTG).

For the year 2023-24, the Central Government has approved Rs. 2.3 crores for the construction of a hostel for students belonging to the Jenukuruba community in the Government Lower Primary School in Ayyanakere Hadi, Hunsur Taluk, Mysore District. Out of this, a grant of Rs. 100 lakhs has already been released for starting a hostel in the first installment. The work is in progress.

For the year 2024-25, the Government Lower Primary School, Haladi, Kundapur Taluk, Udupi District has been chosen and a grant of Rs. 460 lakhs has been approved for construction of  2 hostels, one each for 50 girls and one for 50 boys, with a unit cost of Rs. 230 lakhs each. in the sharing ratio of 60:40 by the Centre and State respectively.

           The construction of these hostels will provide a safe and supportive environment for the students of Tribes living in remote areas to pursue education and continue with higher education, thus improving the socio-economic status of the tribal communities concentrated in the above identified areas of their population.

 

 

PM- DAJGUA

radhan Mantri Dharti Aaba Janajatiyya Gram Utkarsh Abhiyan” (PM- DAJGUA)

As per 2011 census, India has Scheduled Tribe (ST) population of 10.45 crore. They constitute 8.6% of the total population of the country and 11.3% of the rural population. More than 705 tribal communities live in remote and difficult  access which is difficult to access, each tribal community having unique cultural and linguistic characteristics. The tribal population still faces challenges in education, health infrastructure and related socio-economic indicators.

 

The Government of India, after independence, has implemented various programmes for the development of tribal communities.

 

            The “Dharti Aaba Janajateeya Gram Utkarsh Abhiyan” programme was launched by the Hon’ble Prime Minister at Hazaribagh, Jharkhand on October 02, 2024, on the birth anniversary of the Father of the Nation Mahatma Gandhi. More than 5 crore tribal people in 2,911 blocks spread across tribal majority villages and aspirational blocks in 30 states/UTs of the country will be beneficiaries in this programme. The programme has been initiated for the year 2024-25.

 

Objectives

  1. To provide infrastructure to the Scheduled Tribe communities.
  2. To address the critical gaps in healthcare, education and livelihood of the

    tribal people.

3.To ensure holistic, sustainable and inclusive development of the

   tribal communities.

The Union Ministry of Tribal Affairs has identified the districts of Belgaum, Raichur, Koppal, Bellary, Vijayanagar, Mysore, Davangere, Chitradurga, Hassan, Mandya, Bidar and Yadgir in  Karnataka State as Scheduled Tribe Community Areas.

             For the educational development of the children of these communities, the Central Tribal Affairs Ministry and the School Education and Literacy Department have taken steps to build hostels.
