Out of School Children

The constitution was amended and Article 21A inserted in 2002.     The Right to Education Act was passed in 2009 made elementary education a Fundamental Right of children. As per the provisions of this Act all states and union territories are compelled to provide free and compulsory education to children aged between 6 & 14 years with all the basic facilities. The State Government of Karnataka framed the Rules for implementing the Act in 2012. The Act has been in force from 28.04.2012. Now Children of our State have the right to receive free education till the completion of elementary level or till attaining the age of 14 years.

      The RTE act provides specific provision for special training and mainstreaming of OOSC Children of disadvantage communities like SC, ST, minorities, CWSN, UDC and other working children. An illiterate person cannot lead a full life of respect. Keeping this in mind the SSA has been putting up efforts to bring school drop-out children or OOSC into the educational mainstream.

      There are children who discontinue schooling due to different problems like socio-economic and domestic aspects. One of the main reasons for children to drop out of school and not getting enrolled in any school is due to their parents migrating to other districts/states for employment along with their children. With the collapse of rural livelihood in many parts of the country, hundreds of thousands of families are being forced out of their homes and villages in search of work for several months every year. This migration often results in children dropping out of school. Hence there has been an urgent need to evolve a policy  to prevent children from getting "left out" of the stream of education.  The Department of Education has framed a Draft Policy to implement.  The RTE to the migrant children and children of migrant family and ready to submit to the State Government of Karnataka for further needful action.

 

Objectives:-

Primary education is very important as it will be a terminal for most of the children which equips them fully to face the life ahead, keeping this in mind and In tandem with the provisions of the RTE Act-2009 the OOSC intervention has set following objectives to achieve the said goal.

 

Steps taken by the department to mainstream out-of-school and non-enrolled children:

 

  1. Implementation of OOSC strategies to mainstream all children

identified through the survey.

  1. Appointment of ECOs as attendance authorities at the hobli

level to enroll out-of-school children in schools and follow up.

  1. Seasonal residential schools have been run for migrant

children.

  1. Transport/escort allowance is being provided to

    children studying in neighboring schools from areas where

    schools are not available.

  1. A migration policy is being formulated for migrant children and

action is being taken accordingly.

  1. Benefits of incentive schemes are being provided to all

enrolled children.

  1. Information of all enrolled students is being incorporated in

SATS and a track is being kept to ensure that they do not drop out of school. If the children drop out of school, the information of such children has been given to the authorities and instructions have been given to follow up.

  1. The Women and Child Department, Labour Department, Social

Welfare Department, Scheduled Tribes Commission and Karnataka State Child Rights Commission have taken steps to bring the children into the mainstream by sharing information.

  1. If more than 5 children are found to have dropped out of

school, tent schools are being opened in such areas.

  1. At the hobli level, the Education Coordinator has been

appointed as the attendance authority, who will convince the parents of the absent children to enroll them in school and follow up and maintain the VER/WER (Village Enrollment Register /Ward Enrollment Register) record regarding the absent children.
