Introduction:

 

The goal of education is the all-round development of school students, and in addition to knowledge from textbooks, it is necessary to read other books for the development of intelligence and values. School libraries play a very important role in developing the habit of reading among students. In this context, every year, Samagra Shikshana Karnataka released library grants under PAB approved activities for purchasing books for school libraries.

       

Objectives:

 

Libraries are not only repositories of knowledge but also complement the entire psyche of the students and libraries develop supplementary reading among the students. In view of all these factors it is the desire of Department of Education, Karnataka that Libraries should be established and managed properly in all the schools of the state. If there is no provision for the establishment of Library it is intended to establish a “Reading Corner” in every school.

Scope:

The Library guidelines released by MoE (Ministry of Education) in 2019 provide detailed directions and guidance for Library activities, which includes, “Importance of reading, need of Libraries, opportunities for Library relations in NEP 2020, procedures to be followed for identification, printing and distribution of library books to schools, method of establishing and maintaining Libraries, method of creating conducive Library environment, method of transforming Library in to a centre of learning, details about display and maintenance of Library books, setting up Reading Corners and conducting Language Festivals” etc.

Availability of Grants:

According to the Library guidelines, books have to be purchased from the sanctioned Library grant to school Libraries as per the decision of the State level book selection committee under the chairmanship of the Principal Secretary of the concerned State Education Department. And purchase of Library books should be according to the student age group and grade levels.  

Samagra Shikshana Karnataka provides Library Grants of Rs.5,000/- to Lower Primary Schools, Rs.13,000/- to Higher Primary Schools, 15,000/- to and Secondary Schools and Rs.20,000/- to Senior Secondary Schools with the direction to purchase  Library books according to the rules. The grantee schools have to purchase books from the list announced in DSERT website from State Level Book Selection Committee.

 

In 2019-20, as a pilot program, library books were supplied directly from the State office to Bangalore South and Chikkodi Educational Districts.

 

In the year 2020-21, for the implementation of library activities, a total of Rs.913.2 lakh library grants were provided to 18264 Lower Primary schools to purchase library books to facilitate FLN activities.

 

In the year 2021-22, for the implementation of library activities, a total of 968.38  lakh library grants provided.  A sum of Rs. 124.5 lakh released to  2483 Lower Primary schools, a sum of Rs. 830.83 released to 6391  Higer Primary schools and a sum of  Rs.13.4 lakh released to 134 Higer Primary schools, from PAB to purchase library books

 

In the year 2022-23, for the implementation of library activities, a total of Rs.124.15 lakh library grants provided to 2483 Lower Primary schools from PAB to purchase library books.

 

In the year 2023-24, for the implementation of library activities, a total of Rs.2000.00 lakh library grants provided. A sum of Rs.702.45 lakh released to 14049 Lower Primary schools, a sum of Rs.1001.28 lakh released to 8344  Higer Primary schools, a sum of Rs.274.5 lakh released to 1830 High schools, a sum of Rs.8.16 lakh released to 48 Adarsha Vidyalayas and a sum of Rs.13.68 lakh released to 76 Karnataka Public Schools from State Budget to purchase library books.

 

In the year 2023-24, for the implementation of library activities, a total of Rs.1199.92 lakh library grants provided from PAB. A sum of Rs. 880.62 lakh released to 13548 Lower Primary schools, a sum of Rs.176.7 lakh released to 1178 Higher Primary Schools and a sum of Rs. 142.6 lakh released to 713 Senior Secondary Schools to purchase library books.

In addition to purchasing books for the school libraries, schools were advised to purchase local, districts and state level Newspapers and Magazines to develop language skills and general knowledge of the students.

 In order to select the best books for the school libraries of the State during the year 2023-24, a State Level Book Selection Committee was constituted.

On behalf of the said committee, books were received from interested publishers through press releases and by organizing workshops led by skilled resource persons, age-appropriate books were selected level wise for Lower Primary Schools, Higher Primary Schools, High Schools and Senior Secondary Schools of the state.

The list of such books is published on the DSERT website (https://dsert.karnataka.gov.in) along with the details of the respective publishers. The library grantee schools are directed through the circular to purchase the books required for their school library from the said list through the concerned publishers or in the open market according to the procurement rules.
