Preparation of Proposal and Specifications

Preparation of estimates of Civil Works on the basis of State Schedule of Rates. While preparing the plan and estimates, element of pooling of resources through convergence, community participation, CSR funding etc. should be factored in to the maximum extent possible.

Execution of Civil Works

Construction activities are to be undertaken with community involvement. Planning and implementation by the community through School Management Committee (SMC)/ School Management and Development Committee (SMDC) in all infrastructure development activities will be mandatory.

External services such as approach road, sewerage, external electrical connections, external water supply connection, drainage etc. shall be provided by the States /UTs.

 

 

Civil Work costs shall include:

  1. Eco-friendly construction for all school buildings
  2. The buildings will be designed as per NBC, 2016 and structure shall be earthquake resilient and will be fitted with basic fire safety equipment’s and in compliance with NDMA guidelines on school safety.
  1. Construction of building-less schools.
  2. Reconstruction of dysfunctional toilets and safe drinking water facilities.
  3. Spill over of civil works sanctioned in erstwhile subsumed schemes.

Civil Works components supported under Samagra Shiksha

  1. School building for new schools: School building for new schools opened as per requirement based on GIS mapping and UDISE+ data including buildings for building less school running elsewhere.

COMMON SPECIFICATIONS FOR NEW CONSTRUCTION

 

  1. Earth Work Excavation for Foundation and Size stone Masonry.
  2. Providing and laying in position plain cement concrete for Footing, Size stone Masonry, Flagging concrete, Flooring, coping and Sills.
  3. Providing and constructing size stone masonry.
  4. Providing and laying in position reinforced cement concrete of Design mix M20 for Chajjas.
  5. Providing and laying in position reinforced cement concrete of Design mix M25 for Footing, Columns, Plinth Beams, Roof Beams, Lintel and Slab.
  6. Providing T.M.T steel reinforcement for R.C.C works.
  7. Providing and constructing burnt brick masonry for superstructure.
  8. Providing 20 mm thick cement plaster in single coat with cement mortar 1:6 for External Plastering.
  9. Providing 12 mm thick cement plaster in single coat with cement mortar 1:6 for Internal Plastering.
  10. Providing 12 mm thick cement plaster in single coat with cement mortar 1:3 for Ceiling Plastering.
  11. Providing and laying Flooring with 25mm to 40mm thick polished tandur blue/locally available material.
  12. Providing and finishing external walls in two coats with waterproof cement paint.
  13. Providing and applying two coats with oil bound washable distemper for ceiling and external walls.
  14. Providing & fixing factory made Mild steel door with frame for doors.
  15. Providing & fixing factory made Mild steel door with frame for windows.
  16. Providing and laying Waterproofing on RCC Terrace area.
  17. The Unit Cost Includes Ramp cost, Furniture Cost and 18 % GST
  18. As per the NBC Norms the clear ht from floor to roof is kept as 3.6 mts.
  19. The Min grade M 25 concrete is considered as per NBC norms for all structural members.
  20. The columns are tied at plinth and roof level making the structure safe and earthquake resistant.
  21. b) Upgradation of existing schools: The building required for Upgradation of schools from pre-primary to senior secondary level.
  22. c) Strengthening of infrastructure in existing school: Based on enrolment the strengthening of infrastructure in existing schools includes provision for construction of additional class rooms, library, laboratories such as integrated science lab, math lab, physics lab, chemistry lab & biology labs, computer room, art/craft/culture room, laboratory/workshop for vocational education in hub schools, separate toilets for boys, girls and children with special needs (CWSN), safe drinking water, electrification, kitchen shed, ramps with hand railing, furniture, Head Master/Principal room, office/ common room, playground, boundary wall/fencing with gate, rain water harvesting, solar panel electrification etc. as per requirement based on availability, adequacy and functionality of existing infrastructure.
  23. d) Major and Minor repairs: The following items are considered as major and minor repairs.

  1. e) Residential Schools and Hostels: Residential schools/ hostels can be built for children as per KGBV (Kasturba Gandhi Balika Vidyalaya) norms. Preference will be given to Educationally Backward Blocks (EBB), Left Wing Extremism (LWE) affected districts, Special Focus Districts (SFD) and the Aspirational Districts.

RIDF Tranche 28: Under RIDF Tranche 28 during 2022- 23, Samagra Shiksha Karnataka has taken up construction of 40 New School Buildings at 10 districts.

From the year 2020-21, to support their vision infrastructure facilities along with learning infrastructure are being provided with the help of State Government.
