Child Rights are fundamental and the inherent rights of all human beings below the age of 18. These rights apply to every child, irrespective of the child's parent's / legal guardian's race, colour, sex, creed or other status. The essential message is equality of opportunity.

In India, a child has the right to be protected from neglect, exploitation, and abuse at home and elsewhere. Children have the right to be protected from the incidence of abuse, exploitation, violence, neglect, commercial sexual exploitation, trafficking, child labour and harmful traditional practices.

 

SCPCR progress for the year 2024-25

 

A grant of Rs. 21.12 lakhs has been released by his office to the Karnataka State Commission for Protection of Child Rights for the implementation of SPCR for the year 2024-25. The details of the expenditure incurred so far as per the action plan prepared by the School Education Department for the implementation of the said grant under the Right of the Child Act, 2009 for free and compulsory education are given below.

 

  1. A grant of Rs.75,000/- has been released to the District Child Protection Officers, District Child Protection Unit, Bangalore South (Kengeri) for the program ―Protection along with Education in School‖ under the RTE Act. The relevant programs are organized in the respective districts.
  2. 30,000/- each has been released to the 31 District Child Protection Officers, District Child Protection Unit members of the State for organizing the program. The relevant programs are organized in the respective districts (930000/-).
  3. RTE in-charge staff are appointed and their salary of Rs.15,000/-from October 2024 to December 2024 is being met from this fund.

Proposal for 2025-26 to providing support to SCPCR

 

Justification:

     The State Commission for Protection of Child Rights, which is the Karnataka State Commission for Protection of Child Rights (KSCPCR) a Karnataka Government Commission, has been established as an Act of Parliament. It also functions as civil court in petitions related to violation of child rights. It is essential to have a statutory body to assess the equality of opportunity, protective measures available for the child against abuse, exploitations, safety measures available in the school etc., and take appropriate corrective measures in the violation of the same. For 2025-26 an amount of Rs 50/- for all Government Elementary schools is proposed. Total of Rs.20.9540lakhs is proposed for 41908schools.
